The brief, and why it was written that way
Scaffolding for a commercial site, certified crews, insured, United States. A service brief, so it was searched inside one country, because a scaffolding company two states away is not a scaffolding company as far as your site is concerned.
Certification and insurance were written into the brief deliberately. They are the two things that disqualify a contractor before anybody talks about price, and they are the reason a general contractor cannot simply pick the cheapest bid. If a search can screen for them, it saves a real step. If it cannot, that is worth knowing before you rely on it.

The engine read 667 company pages to get here, and the first name worth keeping appeared after 28 seconds. It threw away 160 that it read and judged too weak to be worth enriching, 15 that were the right business in the wrong country, 3 that scored below the bar the brief set and 2 that were borderline and got sampled out. A further 4 went to the reserve pile, which is the engine saying it is not sure. Yield was poor enough that the engine widened the search itself.
What is actually in the file
The shortlist is good. Sixty seven scaffolding companies, the second largest file in the programme, and well over half arrived with an email address. The names are what a commercial general contractor would recognise as the trade: access specialists, regional scaffold services, industrial access firms.
The credential screen is where it comes apart. Out of the whole shortlist, a handful published anything the engine could read as a certification. That is not the search failing to look. It is the American scaffolding trade genuinely not publishing this: certification is a card a supervisor carries and insurance is a certificate emailed to a general contractor on request. Neither lives on a website.
The timing tells the same story from another angle. The first usable contractor appeared in under thirty seconds and the fifth took nearly four minutes. One easy layer of well marketed regional firms, then a long grind through companies whose web presence is a phone number and three photographs.

Score is the engine’s own, out of 100. Specialization is its one line reading of the company’s own pages, so it describes how a company presents itself rather than what anybody confirmed on site. Certificates are printed as each company publishes them and are not verified with the issuing body. Contact addresses are in the workbook only: several are patterns rather than discoveries, and a guessed address printed publicly is a wrong fact about a real company.

The reason is recorded per reason code, not per company. The pipeline counts how many candidates each rule dropped and keeps no reason against an individual name, so this table says how the 180 were lost and cannot say which company sits behind any one of the counts.
A missing certificate never drops a good maker. It lowers a score, and the score is a number you can argue with.
Where this stops being enough
Use this file as a call list, not as a qualified vendor list. The search establishes that a company does commercial scaffolding in the United States and gives you a way to reach most of them. It does not establish that their crews are certified or that their insurance meets your general liability requirement, and no amount of reading public pages will.
The step that closes the gap is a request for a certificate of insurance and crew qualification records, sent to everyone on the list at once. That is a mechanical task, and it is the sort of thing worth automating inside your own process rather than doing by hand for sixty seven contractors.
